Country-study Meeting with H.E.Mr.S.J.K.Parker-Allottey,
Ambassador of the Republic of Ghana to Japan

The Society held its third country-study meeting on 13th October at the International House in Tokyo, with the presence of H.E. Mr.S.J.K.Parker-
Allotey, Ambassador of the Republic of Ghana to Japan. (Number of attendants; 21 persons.)

Ambassador Allotey explained Ghana’s history, geographic position, natural resources, politics, infrastructure, economic situation and the outlook for this year. He also explained the general impression of Ghanaians about the Japanese people whom they describe as honest, hardworking, disciplined, respectful and producers of high quality goods. He also cited the long standing relationship existing between the two countries starting from the days of Dr. Noguchi’s activities in Ghana.

There was a comment that the recent decision by the Government of Ghana to join the group of Francophone African countries（La francophonie） seemed to be wise and pertinent, in view of the geographical situation of the country.　On the question asking the possibility of utilizing special economic zones（free zones） for the purpose of training Ghanaian youths in the field of ICT and other areas, the Ambassador mentioned that since Ghana and other nations in West Africa have trainable manpower, it might be a good idea to search for the possibility to develop training facilities in the fields of maintenance and assembly of mobile phones, refrigerators, agricultural machinery, etc. He also mentioned that willing companies could contact GIPC (Ghana Investment Promotion Centre), to further explore.
There were some other questions on pesticides used in Ghana, practices of manpower training and recruitment, Ghana’s society in the face of changing international political scene, rules on the cases of allowing duty-free importation of agricultural machinery, etc.

アロテ駐日ガーナ大使との懇談会

１０月１３日午後、国際文化会館において、駐日ガーナ大使をお招きし、ガーナ事情を伺う会を開催しました（会員企業等から出席者２１名）。先ず大使より同国の歴史、地理上の位置、天然資源、政治、インフラ及び経済概況などについて説明するとともに、ガーナにおける日本のイメージ（両国の関係は野口英世博士のガーナにおける医療活動までさかのぼる）についても説明を行いました。
会員企業等からは、「近隣の仏語圏諸国との関係を深めているのは適切と思う」というコメントが出されました。
その後「ＩＣＴ開発などの関連で、経済特区などを活用して技術革新に資するプロジェクトがあればよいと思う」との意見が出され、右には大使よりガーナのみならず、西アフリカ諸国には労働力はあるので、農業の技術開発も含め、例えば携帯や冷蔵庫などの生産と修理能力を高めるなどの試みが有用であろうし、そのような点に関心がある向きは、ＧＩＰＣ（ガーナ投資促進センター）に相談してほしい、というコメントがありました。その他、殺虫剤について、人財育成と雇用について、国際政治状況の変化の中でのガーナの社会状況について、農業機械を無税で国内活用する場合のルールなどについて質問が出されました。
